3. If you wait long enough without being detected by a guard. Your bounty will go away. I got caught trying to lockpick a door the Vulkhel guard wanted me to pay a bounty which I refused to do since I had stolen good. I was fortunate enough to flee over a fence and get into the water. I had a bounty of level 50 and I literally waited in the water behind a rock until it went to 0. Took a while of course, but it works.
